DESCRIPTION OF WORK







Manages the statewide activities of the Pennsylvania Fish & Boat Commission's (PFBC) Division of Public Access and Property Services, which is responsible for the planning, acquisition and management of public access and real estate projects, management of real property assets, development of partnerships with public and private organizations for acquiring and securing long term public access to the Commonwealth's waterways for fishing and boating opportunities, and for the conservation of lands, waterways and habitats for jurisdictional species.







Supervises and manages the functions and staff of the Division of Public Access and Property Services.



Determines work priorities, methods of approach, assignments of work to appropriate staff, and monitors projects to ensure compliance with work requests, program needs, regulatory requirements, and professional standards.



Develops and implements programs and strategies for public access or property management initiatives, and for the acquisition, leasing, and management of Commission owned or controlled property.



Plans, administers, develops, implements, evaluates and promotes best management practices for PFBC property resources and assets.



Develops and implements long term funding strategies for public access and property asset management projects, including the maximizing, leveraging and combining of available funding from multiple sources.



Oversees and manages the surveying of all land and water acquisitions, boundary markings, and survey work associated with PFBC construction projects.



Administers and directs a number of statewide grant programs designed to enhance and promote the development of recreational fishing and boating facilities, and statewide grant programs designed for the acquisition of public access and lands conservation.



Presents project proposals and recommendations to senior staff, project partners, the public, and the PFBC's Board of Commissioners.



Writes and prepares responses to written or oral inquiries. Writes and prepares correspondence and reports. Edits and finalizes letters and memos.



Develops, administers, and reviews program operating budgets and expenditures. Oversees the preparation of annual budgets and monitors budgetary activity.



Implements and oversees management systems designed for the collection of program revenues and payment of invoices.



Employs and understands project management methods and techniques, basic accounting principles and reporting methods, basic computer applications for tracking, monitoring and reporting program activities, and basic legal and administrative requirements applicable to contracts and Commonwealth procurement rules.



Cultivates and maintains a working understanding and knowledge of real estate, construction, engineering and surveying practices and terms.



Performs related work as required.



Essential Functions:



1. Performs full range of supervisory duties.

2. Understand and apply basic property management, acquisition and conservation practices and principles.

3. Understand and apply basic contact and real property law.

4. Identify problems and recognize appropriate solutions.

5. Implement and honor Commonwealth and agency policies, procedures and business rules.



6. Gather, assemble, correlate and analyze facts, and derive solutions to problems independently.



7. Prepare written correspondence and communicate effectively through writing.

8. Speak in public and communicate effectively orally.

9. Travel by vehicle, with occasional overnight tours of duty.

10. Work independently.









REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY







Eligibility - all candidates:

1. Meet the minimum experience and training required for the job:



Four years of experience in professional real estate work, including two years of supervisory

experience; and a bachelor's degree;



or



An equivalent combination of experience and training that includes two years of professional real estate supervisory experience.



2. Be a resident of Pennsylvania.



3. Be eligible for selection in accordance with Civil Service rules.

2. Meritorious service, defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting, and (b) the last due overall regular or probationary performance evaluation was higher than unsatisfactory or fails to meet standards.
